What is value engineering in hotel FF&E?
Value engineering is a function-oriented, systematic method for improving the ratio between what something does and what it costs. It was created in the 1940s by Lawrence Miles at General Electric — originally as „value analysis” — when wartime shortages of skilled labour, raw materials and components forced his purchasing team to find substitutes. Miles discovered that acceptable alternatives often „reduced costs, improved the product, or both” (Value engineering, Wikipedia). The discipline was formalised by the Society of American Value Engineers (now SAVE International), founded in 1959. How is value engineering different from cost-cutting?
Cost-cutting removes value; value engineering relocates it. Blunt cost-cutting reduces the specification of everything by the same percentage and hopes no one notices — the guest always does. Value engineering separates the FF&E schedule into what the guest experiences directly and what they never register, then holds the first and re-engineers the second. Why does value engineering matter now?
Because the sums are large and the cost base has moved. FF&E is a major, largely discretionary slice of hotel investment: HVS’s 2025 U.S. Hotel Development Cost Survey put median total development cost (U.S., 2024 data) at over $1,057,000 per room for luxury hotels and about $409,000 per room for full-service hotels (HVS, 2025). Those are U.S. figures for total development cost, and European costs differ by market — but they show the scale of capital flowing through the specification, where value engineering does its work. At the same time, furniture prices have risen since 2020, tracked in the U.S. Bureau of Labor Statistics producer price index for commercial furniture (BLS PPI, series WPU122). When should value engineering happen in the FF&E process?
As early as possible — the leverage collapses as the project advances. In construction, the parties who set a project up early influence far more cost than their own fees imply: research cited by BCIS (part of RICS) found that clients and specialist consultants account for around 5% of a project’s cost but influence up to 65% of total spend, while the design team is about 10% of the budget yet shapes a further 25% (BCIS/RICS, 2025). The lesson transfers directly to FF&E: value engineered at the specification and mock-up stage protects both budget and brand standard; value engineered after tender award becomes substitution under pressure, with lead-time and quality risk. Done well, it also serves sustainability — BCIS notes embodied carbon can often be cut by 10–20% without adding construction cost. This is why value engineering belongs inside the FF&E procurement process, not bolted on at the end.
